Si se hicieran públicas las estadísticas que mantiene el gobierno  y viéramos el nivel de falta de popularidad, de falta de piso político del actual gobierno, sería algo dramático”.   Reinaldo Cervini.   Debate en el anterior  Congreso Nacional sobre la rebelión del 04 de Febrero de 1992.

La derrota del gobierno en las elecciones parlamentarias del  pasado domingo 06 de noviembre  es notoria.  Se pone en evidencia un repudio de la sociedad civil contra el poder ejecutivo y todos sus acólitos, quienes  en tres quinquenios se dedicaron a socavar las estructuras democráticas de una sociedad, proclamaron el  “socialismo del siglo XXI” traicionando los principios y el basamento jurídico legal de nuestra carta magna de 1999. Asombra ver los altos niveles de participación para unas  elecciones parlamentarias, la cual,  por vez primera,   en la historia política  venezolana,  los factores opositores  obtienen una mayoría calificada con 112 escaños contra 55,  que les permite una mayoría calificada. Pueden crear leyes y/o  derogar otras, aprobar e improbar memorias y cuentas del Ejecutivo y de sus ministros, abrir averiguaciones que sean necesarias, nombra los miembros del TSJ, Defensor del Pueblo, Fiscal General de la República. Ejercer la función contralora en materia económica, jurídica y financiera. Solicitar amnistía para los presos políticos. Incluso tiene la facultad de solicitar averiguaciones legales sobre riquezas y capitales de particulares, como es el caso de grupos económicos ocultos que se dieron a la tarea de comprar medios de comunicación y hasta ahora no aparece quienes son los dueños.   En una sociedad democrática el parlamento ejerce una función de control y contrapeso frente al poder del Ejecutivo. Su función es autónoma, respaldada por la Constitución Nacional

¿Qué sucedió en los últimos años con esa mayoría parlamentaria de índole oficialista?. El parlamento se convirtió en una oficina dependiente de Miraflores, veamos el resumen que recoge El Nacional de fecha 06 de diciembre de 2015: “Narices quebradas, golpizas, inhabilitaciones parlamentarias y extensas habilitaciones al Ejecutivo, muy pocas leyes, muy por debajo de las metas propuestas (…) Durante los últimos cinco años, 32 diputados abandonaron sus cargos para asumir puestos en el Ejecutivo Nacional  o como gobernadores y Alcaldes. La oposición perdió dos curules y el oficialismo conquistó la mayoría calificada en 2013 al despojar de su inmunidad a María Aranguren, disidente del PSUV. A la bancada oficial se le resto un curul este año al nombrar a Henry Ventura ministro de Salud siendo su suplente embajador. En 2015, los ciudadanos se quedaron sin la posibilidad de elegir a los 11 representantes del Parlatino que, tras una moción de urgencia del presidente del Parlamento, Diosdado Cabello, ahora se escogerán en votaciones de segundo grado”.  Esto significa que el Partido de Gobierno hizo del de la Asamblea Nacional su patio trasero para aprobar con la mayoría parlamentaria todo lo que viniera en gana y negar todo aquello que viniera de factores contrarios al gobierno.

Pero esto no es todo. A los periodistas  se le acosa, se le aplican restricciones cada vez más humillantes. El Canal de TV ANTV se convirtió en un apéndice del gobierno pasando las imágenes y entrevistando a los diputados de la tolda oficialista. Tampoco fueron acogidas las propuestas de Ley promovidas por iniciativa ciudadana, el proyecto de Ley del Primer Empleo, presentado por Primero Justicia con el respaldo de 200 mil  firmas. En 2012  la bancada opositora entregó un proyecto de Ley de Amnistía que permitiera la libertad de los presos políticos, pero nunca fue debatido. En 2013 la oposición consigno un proyecto de Ley de aumento general de sueldos y salarios, el cual tampoco entró a la discusión de la Cámara de Diputados.  Al igual que cualquier problema nacional, que ameritara un debate en la Asamblea Nacional era negado por la mayoría oficialista. Solo se discutía y aprobaba lo que ellos consideraban y tuviera la aprobación del Poder Ejecutivo. La mayoría parlamentaria oficialista se convirtió en unas focas que solo levantaban la mano de aprobación o negación, si y solo si tuviera la anuencia del Partido PSUV, Nicolás Maduro y Diosdado Cabello.

Pero no contento con esto,  Diosdado Cabello  tiene  un programa de televisión llamado “Con el mazo dando”  en la que cada  semana adjetiva a sus opositores, los somete al escarnio  público,  a  Leopoldo López lo llamó “El monstruo de Ramo Verde”, condenándolo primero, ante que el TSJ lo determinará (Todo el mundo se dio cuenta que era una orden de Cabello). Tiene  una red de sapos e informantes con lo cual se da el lujo de grabar las conversaciones telefónicas de sus opositores, tomarle fotos privadas y hacerles seguimientos de sus paraderos. Es  un proceso de inteligencia policial  que compite  con los cuerpos de seguridad del Estado. Se observa con claridad meridiana la distorsión de un Presidente de un Parlamento en una sociedad democrática, cumpliendo funciones que no son de su competencia y violando la Constitución Nacional.   Con los resultados del 06 de diciembre de 2015,  Diosdado pasa a ser un diputado más, de los 55 escaños del oficialismo y sin ningún tipo de poder para  atropellar o violentar el reglamento de la AN, como está acostumbrado. 

Con estos resultados el chavismo pierde un bastión importante y  ahora, como ya lo ha anunciado Nicolás Maduro, intentaran minimizar, desconocer, vetar  sus decisiones con el poder que todavía tienen. Jamás reconocerán que perdieron de manera apabullante y las causas de su derrota,  no aceptan que  las mayorías rechazan su proyecto intervencionista y totalitario, que  viven  de espaldas a  la sociedad,  pretendiendo mantener al pueblo con sus dadivas de la renta petrolera, con controles económicos y una destrucción del aparato productivo del país. Para el  analista político y periodista Alonso Moleiro, “Una mayoría parlamentaria de la MUD sirve  para romper con el repugnante código de silencio que impera en el resto de los poderes del Estado en torno al manejo de la cosa pública, desarticular a los sectores más intransigentes del chavismo, aislarlos frente al país”.  La tarea de estos 112 diputados será titánica  porque los factores gobernantes se acostumbraron a no tener contrapeso, a hacer lo que les viniera en gana, a callar cualquier crítica, a controlar los demás poderes. Y desmontar esta estructura odiosa, piramidal  y sumisa no será fácil. Muchos, que militaron en el chavismo, saben lo podrido y corrupto que está  hacia lo interno, como lo denuncia recientemente  el ex ministro de economía Jorge Giordani y el ex ministro de educación Héctor Navarro. Se crea, todavía, un ambiente de incertidumbre para el 2016 porque el gobierno ha dicho que no habrá diálogo, irrespetando a la mayoría que voto por un cambio, desenterrando el hacha de la guerra. Vendrán nuevos tiempos de cambio y algo dice que son indetenibles.  

 

 NOTA: Las citas que encabezan este artículo están referidas a dos momentos álgidos de la vida política del país. El primero rescata la legitimidad del parlamento venezolano cuando se debatía sobre el Golpe de Estado del 04 de Febrero de 1992  y la casi absolución de los golpistas por la crisis económica que atravesaba el país. El segundo, del propio Hugo Chávez, en un discurso inédito del año 1995, después de ser absuelto por un decreto de amnistía del Presidente Rafael Caldera. Ambos planteamientos, a pesar del tiempo trascurrido,  pareciera recobrar vigencia en los nuevos actores políticos. También se puede comparar la diferencia entre un parlamento que permitía  el debate e incluso el Presidente Caldera  toma la decisión de amnistiar a todos los que participaron en el Golpe de Estado fallido del 04 de Febrero y 27 de Noviembre de 1992, incorporándolos a la vida pública con todos sus deberes y derechos constitucionales. Clara diferencia con la conducta  parcializada y pendenciera   de la mayoría chavista que utilizando la articulación de los poderes, hoy secuestrados, condena, agrede, manipula, violenta la Constitución Nacional.
